It's an architecture/design and marketing thing done by the CPU
manufacturer.
You should perhaps refer to CPU charts published by the likes of
tomshardware.com and anandtech.com for more information.
CPU clock speed is not necessarily the same as the CPU performance. Hence
AMD have marketed their CPUs with names like 3200+ even though the clock
rate is lower than Intel's Pentium 4, i.e. The Athlon XP performs in the
same ball-park as Intel's P4 which runs at 3.2GHz.
Incidentally, Intel's own new Core chips run at lower clock speeds too,
because they have changed their design... but they still outperform their
own previous CPUs that run at higher clock speeds.
Personally I avoid overclocking because it can overstress the computer
components and even burn them out if you don't have adequate cooling.
