looks to me like they person just took hundreds of pictures, made em small, and put em next to/overlaping each other, then merged all of the smaller pics onto one layer, and then just changed the transparency on them so you can see the background picture

i dont really think there is. almost anything is achievable in photoshop. and most things are made in photoshop(not all but lots). you shouldnt just ask for a program, even if there was a program for this i dont think it is as easy as 1 2 3. so best is to just get used to photoshop and stuff and you will have an idea of it, then you can make stuff like this. but like jing said. its pretty darn easy.
I did something exactly like this for a girl and I put it into a frame. But I didn't use any programs and instead put the pictures one by one. It was a pain in the ass but the outcome was perfect.
