looks to me like they person just took hundreds of pictures, made em small, and put em next to/overlaping each other, then merged all of the smaller pics onto one layer, and then just changed the transparency on them so you can see the background picture

The best program to do things like this is Adobe Photoshop. But you can also use Paint Shop Pro.

i dont really think there is. almost anything is achievable in photoshop. and most things are made in photoshop(not all but lots). you shouldnt just ask for a program, even if there was a program for this i dont think it is as easy as 1 2 3. so best is to just get used to photoshop and stuff and you will have an idea of it, then you can make stuff like this. but like jing said. its pretty darn easy.

On my 2005-2006 year book they made a picture of a WildCat(School logo) out of the students and teachers pictures. I might post it later.

I did something exactly like this for a girl and I put it into a frame. But I didn't use any programs and instead put the pictures one by one. It was a pain in the ass but the outcome was perfect. (Y)

Here is a picture of my Year Book. It doesn't show the entire cover but it's good enough.
