This halted down the greenlighting of the movie while Ghost Rider had already started. Marvel is still working on it though and it might be one of the initial offering of Marvel's new endeavor in establishing their own film outfit to make their own movies.
the prob with captain america was who had the rights. for a long time it was in development hell because of that, but in the last couple of months marvel got the rights back, and will produce the film on their own (through paramount, part of their deal).
the problem with Cap is the current situation in the world, and it's feelings towards America, so if it's not done right, it would backfire on the producers big time financially. best thing would be i'm thinking to set it during WW2, as originally in the comics...

The expectations are already quite low, and the film is shifted to the worst month a film can be released in (usually not a good sign if the studio does that), and the film is directed by the guy who ruined Daredevil, one of the more interesting superheros in the Marvel vault...
