I wonder how I can report them and what is the best solution to those cancers!

Unfortunately, there's not a lot that can be done if the admins over at ModdingWay aren't willing to take any action against it. It's outside my jurisdiction, and while I certainly condemn the practice, it's not my place to instruct other people how to run their sites or insist they run it my preference, any more than it would be right for them to do the same to me. We can blackball people here, we can speak out against it and continue to make reports as long as we have the time and willingness to do so, but that's about it.
We can only control what happens here in terms of enforcing community rules and standards. The situation sucks, but the apart from the above, about all I can suggest is to just keep doing what we're doing. The purpose of modding should be to improve the games and scratch a creative itch, not make money. Mod because you like doing it, not because you want money or recognition. No, it's not right what that person is doing, and it does sting, but there's not a lot that can be done. Modding already walks a fine line in terms of tinkering with and utilising someone else's intellectual property, so there's not a lot of recourse available to us.
Hard as it is, the only thing that can be done is to condemn it, call it out, and just focus on making great mods for yourself and other people in our community. Hopefully ModdingWay will take a stand against it if people continue to make reports, but if they don't, then they run the risk of cultivating a toxic community and alienating people here. That doesn't mean that we can't continue to be a talented and productive modding community doing great work.

Incidentally, I looked up the banlist, and brooqdes' account here was banned for uploading junk files to our Downloads section, as well as other people's work with their own advertising links. Definitely a history there.
