I had the same exact problem with mine, so here's what I did:
I went into my nba live dir, in this case F:\Games\NBA Live 2004\felogic and edited the salary.ini.
I replaced the first section with these values:

Everything else I left alone. I then saved as, and loaded up NBA Live 2004.
What this does is basically remove the cap, not very realistic... but neither is having rasheed wallace spending his career as a free agent. This allows me to sign free agents that the computer doesn't, and being the honest player that I am, and also wanting to keep the game competitive and fun, I trade them to teams who I think would have made a bid on them for a bad player I can just release.
I guess its based on your preference if you want to do this or not, I didn't mind sacrificing the cap to have players on teams making them competitive, and interestingly enough now the cpu initiates decent trades.
For example, I got offered Yao Ming (75) for Ricky Davis (74) a trade of that magnitude I've never seen before. It's generally a guy who is 48 for a guy who is 51 or something close.
Its up to you really, but I like this as a temporary fix (assuming EA fixes this with a patch).
