Scouts are useless

I paid for high rated expensive scout... Then I scout players, then on off-seasons, those players I scouted are taken by another team... Why? I thought Im the one scouted them,so I should be the one to own them... Or is there something I dont understand on scouting ?,.. please explain, I searched around but found nothing.

Yes pretty much and more accurate ratings.

Do the mock draft and look at what position your team is in the lottery. If your the best team, you are probably going to have the last pick, so look for guys that have the "late first round" or "early first round" draft prediction. Look for players with "good" potential around where your draft position might be. Then scout them.

Scout a bunch of players during the year, then when its time to draft your rookie player, push down on the right joystick and look at the option where it says the draft pool. The draft pool always has the player that you scouted. The only time that i didn't get the player that i scouted is when i didn't go to the draft pool. Scouts are valuable you just have to go to the draft pool, whenever i go to the draft pool depending on how many players i scouted throughout the year they're always there in the draft pool. I don't know though if you use the pc so i don't know how to get to the draft pull on the pc but if you're using a video game counsel then its usually the right joystick button that you push down on and it'll tell you where to go to get to the draft pool. Unless you have the top pick, you can't count on the player you want always being available so you'll need to set yourself up with a few options. As Pdub said, check the Mock Draft to see where your pick is projected to be. Remember that the better your record, the lower your pick. Once you have an idea of where you'll be picking, you can focus on scouting players who are expected to still be available at that point.

From there, you might want to regularly scout at least ten players who could fit your team. Keep in mind you may have players who will retire or you may not want to re-sign, creating new needs you may wish to fill through the Draft. Therefore, it's a good idea to scout different prospects rather than only players of one position.

Also note that with the way the game generates rookies, sometimes heights, weights, positions and skills aren't a perfect match. A player listed as a power forward may have the size and skills better suited to a small forward or vice versa. Consider how you could use a prospect on your team, an undersized centre could be turned into a fine power forward, so there's sometimes a bit of flexibility there.
