Custom Draft Order

Is there any way to change the .dbf files to create a custom draft order ? I want to create a reverse order from the NBA, the better you finish the higher your draft pick, the lower you finish the lower your draft pick.

I tried changing each team's W-L record (home and away) in the team.dbf file in the save directory right the final post season game, but that didn't work.
