-Memory - Corsair Dual Channel TWINX 4096MB
-Motherboard - NVIDIA nForce 780i
-Video Card - 2 PNY GeForce 9600 GT
all cost around $900

Not really the price of PC parts is lower than ever. $900 is kinda low though. Take away 2 gigs of ram and the extra graphics card and that might be $900.

whats the PSU specs? with a system like that your going to want a power-hungry power supply to keep everything running smooth

900$ for that system is about normal.
9600GT's don't pull that much power, a 600w power supply should be more then enough.
Even though dual 9600GT's would be pretty sick, I'd suggest just getting a single card. Maybe a 8800GTS (G92) or a 9800GX2.
Should be a quality rig either way.

I really think that with a SLI, a quadcore, 4GB of RAM and a cooling system, he should go for at least 650-700W to be safe, that thing will consume some juice. The price difference shouldn't be that large anyway.
I know I'll have a to upgrade my PSU when I order a 9800 GX2...

I think he meant the power used up by two 9600 would not exceed 150W (I would still go beyond that), not the total power needed for the whole computer...

150w for
one 9600GT, so you're looking at 300w to power both of them, maybe a little more. You could even round up and say they were going to pull 400w of power, I doubt you'd need 300w to power the rest of your rig. If you're still unsure, there are PSU Calculators on the web.
