I know madden, nhl and all the other games in regards to mods, but never modded the nba for pc 08, simple question how do I update rosters? I have the file where does it go? which folder?

NLSC downloads can be found at nba-live.com.
updates released by forum memebers can be found in the Live 08 Patch previews & releases section. and welcome.

Roster patches must be placed in the saves folder, eg My Documents\NBA Live 08\saves. Art updates are placed in the sgsm folder, which by default can be found at C:\Program Files\EA Sports\NBA Live 08\sgsm.
