why do i get a .rar file when downloading a file?

im trying to download the sim engine fix file http://download.nba-live.com/pafiledb.p ... le&id=1586 and each tiem i do it, i get a message first that tells you to choose one of 2 options: Open with... and Save to disk. after that, i download it. and after it is finish downloading, i click open and my nba live 08 will come up and just close. there aer no palce to extract it or something liek that.
