Two New Global Mods

As you may have noticed, due to clearly being the best mods here at the moment, Pdub and JaoSming have been "promoted" to global mod status. I'm sure they'll do a great job yada yada, all hail.

Just chipping in my $0.02 here, but I think this is a good move. Increases the chances of at least 1 mod on at a given time.
