If you are actually playing the games, then you could give the ball to the SG and call whatever play that is normally made for the SG, and the PG will be in the SG spot since the SG will actually be running the play. I think there was one play that wasn't designed for a 3 but you would give the ball to the wing and the pg would cut behind a post player to the corner and potentially get open for a 3. I'm not sure what play it is, maybe Boston or triple threat.
If you are talking about simulation, you can increase the PG's THREEPTATT number in the players.dbf file. Here is an excerpt from the dbf guides.
THREEPTATT: The percentage of a player's field goal attempts that will be three pointers.
eg. 17 = 17% of all field goal attempts will be from downtown.
