looking at different drafts in franchise i notice that teams will draft a pg rated say 82 one year, have a bad season, get a top 5 pick, then draft a pg rated 84 when they could have gotten a sf rated 83, to replace the 78 ovr five year sf they have, and thus send a good pg to the bench before he has even started to develope. should there be a time frame to which teams allow for players to progress to a certain point before they just take any player.

Indeed, happens a lot... They just take the best player available, regardless of needs...

Unless there's a player a team just can't pass up, the CPU teams should draft out of need, not just because a player is projected as the first overall pick. Mind you, teams do make seemingly weird lottery picks from time to time (eg Chicago taking Fizer in 2000 when they already had Brand).
The same should go for trades. There are a lot of meaningless swaps simply for the sake of having trades between the CPU teams.

Need and neccesity is the thing by what the teams should draft and trade by.
Fix this or fix the fact back to the way that the AI could change player positions... So that AI could actually have Shawn Marion and Pau Gasol on the court at the same time. It is just dumb to see an 88 overall player on the bench when there's a 79 overall player starting at his secondary position.
I think the players should have two primary positions in AI thinking wise so that the AI could field the best possible teams.
Well, these both need fixing... And I hope they are fixed.
