Go to the Trade Players menu.

It's been a while since I played Live 99 so I'm trying to remember the interface...it might be in the drop-down menu at the top. You can definitely trade players in season mode though, though multi-season mode (the forerunner to Franchise/Dynasty) features CPU-declined trades.

yeah, even myself retired from that but if I remember well, you have to do it from the roster menu as you were going to edit the starting roster or move down your injured players out of the starting line up, then at the right top corner there's a drop down menu for you to choose trade, I think :?
