Primacy Rating - how often the CPU will use player to score

Let's say the current Primacy ratings for these 5 players are
25-25-25-25-50
If I increase ratings to:
50-50-50-50-99
Wouldn't the CPU game play be the same?
Isn't the rating only work based on the gap between the players?
Please help as I tweak my dbf.

Yes, the useage would be about the same, except for the player who is increased to 99. He would be used much more than the others, more so than when there was only a difference of 25.
