why the cpu teams contract good players by the mininum price

the cpu teams contract good players (over 70 overall rating) for the mininum price, while i only can contract these players for over 100.000. It is a bug of the game?

I only can contract for the mininum price players of 58 or lower overall rating....

It is indeed a flaw with NBA Live 2004's Dynasty Mode, top free agents signing for the minimum after failing to sign with a team during the offseason.

Then it is a very bad bug I think I will increase the salary cap for there aren't free good players for the cpu teams.

Or there are any patch for resolve this bug?

Use that to your advantage. At the beginning of the season, sign some top-rated players on the Free Agent list. Then trade them for a good player. With luck, I can get Vince Carter or someone in the 80's ratings by doing this.
