I think Green to Portland is a certainty if they don't trade it. I'll stick with Green.

Trade with Charlotte , swapping the no 3 and no 5 picks. If the vote is about who goes to Portland, then it's GG at 5. If it's about who's picked at #3, it's Chris Paul.
