I have said this too many times to count, yet I have never recieved a response as to whether or not it was helpful. I do not intend to repeat myself again, thus this thread.
My Specs....
AMD Athlon 2000+(1.7 GHZ)
512 MB DDR RAM
Geforce 4 TI4400 128 MB Ram
Windows XP
When I first played Live 2003, it was unplayable, even at a 1024 x resolution with many graphic options turned down to medium. The game was very choppy, and I had similar framerate difficulties as those mentioned on these boards. I suggest that you all try turning off the V-Sync option in the detail menu. After I did this, I was able to run the game smoothly at the highest resolution, and w/ all the detail settings on max. I am not saying that this is the definitive solution, but its worth a try.

Vsyn off is the way to go. Make sure you turn it off in your vid card's properties as well just to make sure.

Here's a respond for you. It is NOT helpful. Turn off V_sync both in game and in graphics card option. my system is
Amd 1700Xp
GF4 ti 4200
512 DDram
win 98se
framrates
1024x max details = 25-30 fps (barely playable by my standards)
1024x medium-high details - bench off/crowd anim off = 45-50 fps (quite playable)
And like I said before, there should be NO EXCUSE that this game isn't running at 60 fps on anything higher than a 1.5 gig / GF4 ti4200 machine on 1024 res high-max detail settings. EA needs to get a graphics patch out ASAP.

I doubt it'll happen too,
but EA did release a patch for madden 2003 for choppiness in shadow along with other graphical enhancement.

Is there a command line/option that lets us see frame rates?
