Says No Cap Space But I'm Under The Cap

I'm 14 million under the salary cap and I'm trying to make a trade but my roster is full. I released a player with 1 year left and I'm trying to sign Rodney Rogers at 4.7 million. I keep getting a message on my PDA that I have no cap space.
I don't understand this? Other than the 385K for waived salaries, I'm still well under the cap. Anyone with any idea what's going on or how I can fix this?

I'm playing as the Raptors, but I dumped salary in my first season. I traded Carter and Rose to Charlotte. I wanted to rebuild my team through the draft.

its happened to me before too 
try signing the same guy again (after you get that no cap space message in the pda) without reloading

yeah it happen sometimes.
also i try to sign a player. i have 12 players and the PDA said i have full roster.. i try again signing him without reloading and he sign afterward...
