its a list of all the offencive plays in the playbook, the ones the quarterback hasnt memorized

Usually just the skill positions have it, and it's to keep their hands warm. They stick them inside during the huddle and whatnot.

either that or its a towel for the players (mostly QB's and Wide Recievers) to whipe their hands on so the moisture on their hands wont make the ball slip out of their hands when catching/throwing the ball
