IME, a strong, or very strong draft yields a lot of decent players, and even future starters. I've simmed several dynasties already and have noticed that the rating of the rookies when drafted CHANGES after going thru training camp! This holds true regardless of which team drafted said player (i.e. player or CPU). Young player tend to improve more, and also faster.
Although there are some positives to the scouting, I don't try to scout all the player I can potentially draft. What I do is scout the most promising players, and then just scroll thru the list and jot down as many average+ potential I can find. Of course I usually skip the really undersized guys (6'7" C are not easy to wait to develop). I especially note the young rooks (21 below) because they also have the potential to grow.
Here's an example in my current dynasty's first off-season:
* 6th pick, 2nd round, 36th overall, I Kettel, 6'10" PF. 53 when drafted, 57 (!) after camp.
* undrafted. J Caffey, 7'1" C, 54 when signed, 59 after camp.
* undrafted. M Adams. 6'9" SF, 53 when signed, 57 after camp.
I later traded Caffey for a taller rookie SG. Adams is now my backup SF. Kettel is in IL in case one of my big men goes down with an injury.
Basically, in this version of Live, it is now very feasible to draft on need, rather than just draft the best player available. The rooks actually do get better -- even if you don't use the in-season training.
