Question about how to update 2k23 roster offline

I'm currently trying to update the NBA 2k23 roster to the current 2023-2024 roster, and I was wondering where to drag the downloaded roster. All of the videos I've watched said to put it in NBA 2k23> data > steam > steam_settings > 1919590 >local but I can't find that folder. Instead when I open the data > steam folder, the steam_settings > 1919590 isn't there. I've tried going to the user data folder and putting the modded updated roster folder in the 1919590 > local and >remote folder but it didn't work.
