You can find it inside the uniform iff file. you can get by extracting it like a zip file and then you will have there the color, normal and region dds file of shirt and short. And you can edit this file in photoshop or any image editor that dds file.

forgive me, once the file has been opened with an editor how should I change the color of the "jersey region.dds" file?
what kind of modification should I apply?
