It appears to be a hacked/compromised account. I'll take care of it.
When issues like this arise, please feel free to use the Report function, and someone will get onto it as soon as they possibly can.
EDIT: Looks like that account has been requesting help with a pirated game anyway, so yeah, I'll just turn that deactivation into a ban. Thanks for the heads up!
