Primacy - What Exactly is it's Impact?

I have a question regarding PRIMACY. I play LIVE in a league with 5 other guys where we each control different teams, make trades, etc..some guys have a theory that players with high primacy are better in CLUTCH situations (buzzer beaters, 4th quarters,etc.) other guys think that primacy just makes the player better all round and others think that primacy has little impact in reg. season, but makes the player better in playoffs. Does anyone have THE difinitive answer to this - WHAT EXACTLY DOES PRIMACY DO :?:

The players with higher primacy rating get the ball more often. So, you could have Shaq in the post scoring 30 points per game if his primacy is 99 or 10 and less if his primacy is 1.

Ok..i noticed playing CPU (which i rarely do), that high primacy players get a lot of touches..but what effect in player against player games?

Definantly a great rating to have when trying to tinker with scoring averages and such as roster makers like myself do.

Umm...Kobe is currently 2nd among active shooting guards for most assists in a career.
