If your using Nero, just overburn the CD.

Open the main "Nero Burning Rom(not Smartstart)

Goto file then "Preferences" then "Expert Features"

Tick the "enable overburn disc-at-once"

Change "Max CD Size" to 82 mins
Now you
SHOULD be able to overburn upto 800mb on a 700mb size CD.
Alternatively if you have any problems you could always write a cue file, but that would mean you would have to convert you file to a disc image and that just a lot of fucking about.

Re-encoding the video is not the best idea, as you ALWAYS lose some quality and its such a lengthy process.
Any of you guys know any programs/softwares that allow me to partition the file, or do you have any other suggestions?
There are lots of programs out there that will allow you to split a video file, however on a large file like that its not advisable as all sorts can go wrong, normaly its with the audio and its all purly down to the amount of video/audio codecs in use today.
