does anyone know what tool that can force change NBA player jersey number? because I cant edit it on the edit player on game even though there is no one wearing that jersey number. maybe that's what they call retired numbers.

I just did this last week with no tools needed. The reason u can't change it to the number you want is because that number is retired. Now my way around. For example, I had Ray Allen on the lakers. Shaq wore 34 and its retired.....to go edit player, in vital option, Change Ray Allen's name to Shaquile O'neal and now u can pick the number 34, Save it, go back to edit and change the name back to Ray Allen. DONE.

The Heat retired Michael Jordan’s number out of respect despite him never suiting up for them. Butler will not be wearing #23.

USE Limnono Modifier
EXAMPLE: Put Bulter on a different team where you can have his jersey #23. Put any player that you don't want on your Miami Heat team on the Miami Heat.
In the roster section with the entire team roster listed, move your controller and have it highlighted on Butler. Don't press any buttons or edit him.
Go to Limnono Modifier and click "Read Highlighted". You will see within the LImnono Modifier, Butler's name in the top.
Next, go back to the game and go to the Miami Heat roster. Highlight the player that you didn't want to be on the Heat. Because you will be swapping him for Butler. Same procedure as Butler. Move your controller and have it highlighted on him. Then go to Limnono Modifier and click "Read Highlighted". You will see the player's name on the top alongside with Butler. Make sure you see both of their names. If not, redo the process.
Next, click "Trade Players" on the Limnono Modifier.
Go to the game. Move to a different team roster than quickly come back to the Heat to see if Butler has been transferred to the Heat with 23 or what ever # you selected.

Why does 2K do this? have they made so deal with the players association that retired numbers cant be used. Its ridiculous

I mean it's probably for realism...so you don't have a bunch of create-a-player rookies running around on the Bulls as #23.

Definitely for realism in MyLEAGUE/MyGM and MyCAREER, as it should be. It's something we used to say the game should have in the early days of franchise modes, so for those purposes, it's good to have. It can get in the way of custom roster projects though, so it would be handy if there were a quick override option.

Realism like they said, thats just a normal thing... 2K supposed to be a simulation basketball game.
