SYNC.bin question

Can files actually be extracted from the SYNC.bin? Like if there are files recently added to the game in the SYNC.bin, would I be able to access them? For example, if a shoe or hairstyle or an accessory such as a durag is added to the shop in MyCareer.

I have only messed with it once to ensure a player portrait mod remained applied.

I'm not sure how much you have dug into it, but when I open up the SYNC.bin archive in 7-Zip and then open one of the numbered subarchives within it, I will find files with the names I am looking for, but those files look to be compressed or encrypted or something. For the durag, I see two files with different extensions - (.ClothingTableItem) and (.CBND), which appears to be what contains the actual 3D files and textures for the durag. When I try opening that in 7-Zip it does not work.

I think for shoes it is the same kind of thing.

I followed your instructions, and after extracting the Sync it only shows 4 files extracted,

1 - color.5a652bbaef0d2458
2 - color.TXTR
3 - normal.5e500a919003ba00
4 - normal.TXTR

I try to open these four with 7zip but it gives error "cannot open file"

Hmm then possibly it is different between my case and yours. It's also possible I did something slightly different in 7-Zip. When I opened the archives, I right clicked on them and then clicked "Open Inside *".

In your case, you actually encountered some individual files, while in mine the furthest I got was a compressed/encrypted file containing those individual files. I don't know anything about modding shoes but it appears that those would be the files you are after. Textures that can be edited in Photoshop/Blender and text files that can be manipulated in a text editor. With those, there would be no need to open them in 7-Zip to explore further.
