You gotta click the folder beside the export bar and select what folder you'd like to export to. Make sure there's not a file name set, just the folder path. Also make sure your scne file is still selected on the import bar.

You are able to export it with or without the LOD's - so long as any LODShape.model files referenced in the scene file are in the same folder. Otherwise, you would only need the hihead.model file.

Lots of people will take out the LOD info in the hihead.SCNE file so that they can edit just the main hihead.model file. But you can also edit the LOD's in blender and export them - just have the object "hihead" selected and make sure it and the other LOD's are toggled on for the visibility. All of them will export at the same time.

Editing all of the LOD's separately is very tedious and, in my opinion, not worth it - however, an addon is available that allows you to enter edit mode or sculpt mode and modify all 6 of the models at the same time. You can also do the same in object mode if you want to do shrinkwrapping. This makes it more worthwile. If you're interested in the addon, here is the link.
