Game Constantly Freezing on a High End PC

Specs :
i5-2400 Quad Core 3.1 GHz
GTX 1050 2GB GDDR5
8GB Ram

I am able to run the game between 99-104 FPS on Ultra Settings at 1080p 60Hz.
But literally every 5 seconds the game just freezes for about 2 seconds and it's almost unplayable.
This is really disappointing as when it didn't start to do this the game looked absolutely amazing.

I would also like to know how to install SweetFx + Enb because the game just crashes when I put them all in the folder and I don't understand their file structure :/

I play with VSync off but I have tried it with VSync on many times and it still freezes.

So just disconnect from the internet? I use a USB dongle so would taking it out just fix the issue?
