Yeah that looks great. Maybe make him look a tad bit younger. I wouldn't know how, maybe make his face a little skinnier or work on the texture around the eyes. Other than it it's a huge improvment.

I tried to put it under program file (X86)/Steam/steamapps/common/NBA2k17, but nothing changed...

You only need to put into the modded folder. Ignore the rest of the folders unless you're told to put files in there.

Thx bro, your Penny is way better than the default one! But I got only one issue to point out if you don`t mind.
I played a few games, Penny `s teeth look like a little buckteeth as his mouth tends to opened most of the time in the real game. (Your preview pics look natural even he opens his mouth a bit)
If you can fix it, it would be real perfect in my opinion!!!

-More updates on the face texture, removed the shadow on the teeth aswell.
