How do i install mods???? Where do i start?

Dudes I haven't modded the new gen 2k series at all. I use to mod the hell out of 2k14 and last gen 2k. But what do I do. What program do we use? I see that this year you guys have some really nice looking mods with changed to the hair & face. Guys can you please guide me in the right direction for modding in 2k17.
