It's not the bug where the commentary just stops, I still have that but that's far less annoying than the commentating being a full possession behind what's going on.

Disable Dynamic Vsync and the cutscenes won't be limited to 30fps.

been had it disabled man. it's no big deal - just a little mind boggling why the pc version is this way.

In the menu, select GeForce, GeForce 700 Series, GTX 750, your operating system, language, and Recommended/Certified. Some people have claimed to have experienced issues in NBA2K16 with the newest (October 7) driver, so you may wish to download the September or August ones and try them instead.

AMD or Nvidia gpu ?
Well, I have it (dynamic vsync) disabled in Nvidia control panel and in game, and cutscenes and replays are @60fps constantly and so is the gameplay. Only regular Vsync is enabled with Tripple Buffering also being on.

strange - maybe it's my drivers.... but as long as gameplay is okay i'm not gonna nitpick. there's also real bad slowdown during the pregame shows. (ernie, shaq, kenny).
i'll try turning on triple buffering in nvidia, but i've read that that's only for opengl apps (not directx).
