The way I understand it... if a player's name is in the 'Last' name tab, the announcer will say it. So, say 'Williams' is in there, and your player's last name is Williams, spelled the same way, the PA announcer will say it (as will the commentary announcers). Now, let's say you have a guy named Williams Jr, who is not in the Last Name tab...
What I did was, took some European name that would never be used, overwrote it with 'Williams Jr', and then copied and pasted the numeric code with Williams into my Williams Jr row, so that the game recognizes the name 'Williams Jr' as 'Williams' and the announcers say that name (they will not say WIlliams Jr since that name is not pre-loaded into the game).
I did the same with first names. So the PA Announcer will often say a first and last name, if they both read properly.
You can use a lot of names that sound similar, or have different spellings, etc.
I did it all with a lot of trial and error, so these are just what I believe to be true, and have experienced. Also worth noting that while the PA Announcer will say first and last names, the commentary announcers will only call players by last name (I believe the Audio ID is what links first and last for them, and those are pre-determined, presumably along with the different stories and anecdotes that they tell about the player).
