1. What system do you have?
2. Do you use a global by some of the modders here?
3. Do you use sweet fx/enb?
4. Do you experience this sort of glitches in other games as well or only in NBA2k14?

1. Some settings in UBR. I don't have UBR myself but shoes are usually connected with rosters. As far as arms are concerned and black spots this should be caused by a global. Check your UBR download zip file and see if there is a global.iff file in there.
2. Your graphics card might be in trouble... either getting too hot or there is too much dust collected inside. That's why I asked you if these problems were present also on other games. Did you get these glitches before you installed UBR?
If I were you I'd do the following:
1. If you have kept a backup of your files prior to UBR, I'd remove UBR and copy the vanilla files once again. If the problem is gone this means that it was some files in UBR that caused this.
2. If 1 doesn't solve your problem I'd try some other games and see if there were any glitches. If there are glitches in other games too then it should be your GPU.
I hope you find the solution.

Let's say someone updated Rudy Gay's tattoos. They'd have to save it as a PNG to be able to open it. Then they'd have to put it back in, right? Well most people forget they have to re-insert it twice, because the file has to be a DDS file in order for the game to read it as the texture. And yes UBR has plenty of issues like that.
