My specs are
cpu - i3 2100 3.10GHz
gpu - gtx750ti 2gb
ram 8gb

But I cannot run this game at all high setting. When I turned the player details to be high, the game will have lag  .

did you tryed these steps?

1. Always run the game as Administrator
2. Set NBA 2K15.exe file as high priority in task manager
3. Keep your registry clean (use CCleaner)
4. Open your VideoSettings.cfg (User/AppData/Roaming/NBA2K15) and set Supersampling to 0, save and set the file to read-only
5. Avoid background processes if it's possible
6. Try forcing Vsync via your GPU control panel

I am glad it helped you. Radeon 6670 HD is a budget GPU now. and I ve read that it's pretty good for gaming at that low price. Honestly I had problems only with 2 games with it, Watch Dogs (was playing on medium) and with 2K15, but it seems everyone is facing problems with this game :D

easy bro. I used to play with broadcast because it's more realistic but then I tryed 2K, try it, It's a very good angle, easier to do crossovers and make passes, at least for me. It looks weird but it's practical

The Celtics v Cavs video highlights how bad the commentary is. It's mostly nonsense. When the Cavs go up 10-5, the announcers say "they've built up a lead and now they're rubbing it in". A five point lead early in a game isn't big. There is no "rubbing it in" on a 10-5 lead.

Any suggestion for me?

CPU: AMD Athlon II X4 740 3.2 GHz
GPU: ASUS HD 6670
RAM: 4GB Corsair 1600 MHz
OS: Win 7 64-Bit
PSU: 400W

I do the steps but not as good as in your video. I don't the only the camera movement are shit or what but it's really bad that only play in 800x600 low with an 22 inch Monitor.

And scarface do you use Anti-Aliasing = 1 ?

Played my first game with the Fantasy Drafted Toronto Raptors:
A few changes I made in the MyLeague settings were:
CPU Trade Frequency 35
CPU Blockbuster trade Frequency 20
CPU Resigning Aggressiveness 60
I'll see how those changes work...

Just player lock. It's the only camera I've used in myplayer since 2k11. I just went into replay mode and cycled through till it said in-game camera.
