I pre-ordered via Green Man Gaming.. will I be able to preload it or will I have to wait? It activates on Steam, I just haven't received a key for it yet.

Pre-load option is great, but I'll pick my retail copy next friday on my way to work 
And the difference between the steam price and retail price is just too big (€50 vs €33).
I'll probably just connect to my desktop remotely from work, activate the game and let it download

No you haven't! Have done it last year. While activating the key in steam just login via US proxy. After you activated it, you can download it without problems.
