Issue with modtool/3dm

Unsure if one of these programs is outdated or not however,
3dm refuses to launch, I have reinstalled java several times, ran as admin, checked for old java files and such it.
modtool was having an issue till I reinstalled java, however all the .iff textures come up pixelated like this screenshot.

any help would be greatly appreciated, I am eager to share my work with the community when i can get pass this technical issue.

please do not double post like that

2Kx mod tool does not support CF or uniform files, so the mod tool is actually working properly in that screenshot.

3DM requires .NET framework iirc, so make sure you have that downloaded. Any error message that comes up would be good to share.

sorry about that, and thank you...For some reason I forgot all about that.
Ill test it out.

Edit: .net framework does not appear to be the issue, still not running, here is the error message, left a screen shot also.
