NBA2k14 PC - Game lags / stutters if internet is OFF

At first I though it was a graphical / setting issue. I even resintalled the 2k14-Reloaded for PC. But I found out the main cause of the lag.

My ISP has been acting flaky recently and I have been noticing that whenever my INTERNET is down. My nba 2k14 is laggy / stutters in all areas (Home, LPTG, My Career, Etc.) This stutters really disables me to play the game fluidly, it will occurs randomly maybe very other 2 seconds and the lag/slight freeze varies in duration.

But whenever my internet is back and is active. The slight freeze / lag / stutter DOES NOT happen any more.

I have been googling for a fix, since I am afraid that my internet will act up again soon and I would like to play 2k14 while my internet is down.

Indeed, when internet is off, 2k13 and 2k14 become to stutter a little bit to me too
