what is GM evaluation

When at the end of some seasons you get an offer from a team to become GM of that team for 10000 dynasty points.

G.M evaluation is the things you need to know when being a General Manager of a team. This is where you find how much individual players cost in points, how many years they have on their contract, etc. You can scout other teams as well.
If you get offered a trade by the CPU, don't just take it or decline, Also when making trades, don't just trade up or down because the player is better or not. When you playing the Dynasty, Go to the G.M. evaluation and see who your trading for. Say you need a center and you have an excess of SG on your roster. Evaluate the players contracts. Don't trade your rookie that's been with you 2 years, has potential at being good, and is signed to yu for another 4 years for a Center on another team that will be a free agent next season. Its not a good trade unless your trying to clear Cap room.
Summed up, this is for you to evaluate the contracts, stats and other things you need to know about your team and players as well as other teams and their players to see where you are againts the leaue.

The option that ryan_giggs1986 is talking about is the option to change teams during Dynasty Mode (that is, receive offers to switch teams) or end the game before 25 seasons is up because your services are no longer needed.
