I would say until 2014. Getting it out in the holiday window would still be viable unless they have some insane projections on what next-gen attach ratio will be.
The problem will be when they get buried in the 2K14 marketing which is probably going to pave over the entire planet for a month.
It'd be interesting to see somebody target the playoffs as their launch. With the idea that it will include all the trades, performances, team styles, etc. with a huge focus on playoff presentation, holding you over until the next season with modes that cater to that, etc. There were some successful launches like this back in the olden console days (SNES/PS1 eras) that did well with picking up "double dips" from people who burned out on whichever title they bought for the start of the season.
A new console launch might be the best time to attempt this and we've seen companies recognizing that formerly spring lull of games is a good time to release other, often smaller IPs.
That combined with a lower price point could convince people to "try" Live who know they're getting 2K in the fall no matter what. (ala Call of Duty, Madden, etc.)
