EAGraph & 04 File

My computer doesn't recognise 04 files and I beleive this is the problem my computer has with downloading EAGraph. As soon as I downloaded it, my computer asked me what program I needed to view it. I had to search computer or web? I don't understand. for some reason it didnt understand DA-Net's 2X shoe Patch either?

What's the problem?
