Japan has a shitload of restrictions on their Steam store. Tons of games are not available in that region for whatever reason.

Check and see if 2K10, 2K11 and 2K12 are available for you, if they are then 2K13 should be, if not you'll have to look into GamersGate, Amazon or GameStop. (I don't know of any other DD retailers that sell 2K normally.)

Or find an American to facilitate the transaction as a gift.

There is a way to get games from Steam outside of the US.

However, I have read that people have gotten their steam account disabled for buying games outside their region.

Amazon's digital downloads don't connect to Steam, at least 2K11 and 2K12 didn't.

Surely they must sell the Retail DVD version in Japan?

For example if you look at the official NBA 2K12 patch there is NBA 2K12 PC Patch - Japan for Retail DVD.
That means there will be retail DVD version in stores in Japan.

Here in the UK GAME, Sainsbury's, TESCO, etc offer the PC version in stores. I am gonna probably order it online as it's cheaper.
Steam is slightly more expensive (£10 more than Retail DVD) plus it doesn't even offer Steam achievements so it's not worth it.

Same advice applies:

A better way would be having a friend gift you the game, you can always find people in their forums to do this and send them the money through paypal.

I've always found that Swedish webshop that's so famous to be really good. They have great speeds, unbeatable pricing and just generally the complete package :)
