I copied the Files form the CyberFace and the Portrait Folder in the 2k12 Main Folder and used the .fdc but I still have no portraits of the Rookies in my dynasty. I started a new one...

So far the only way I found that works to get portraits with correct skin tones in association mode, is to use the full version of roster editor, load your association file and assign the portrait id # to each rookie.

How do I get the IDs of the Portraits?
