That's not a cyberface, that's just a photo. A cyberface would need to be made; there are tutorials for that.

Is that from NBA 2K12? I'm not sure that'd be very easy to convert but in any case, it would involve extracting the texture, modifying it as necessary so that it could be used in NBA Live 2003 and importing it into an NBA Live 2003 file, then finding a suitable headshape.
When it's all said and done, it'd probably be easier for someone to create a 2003 face for Rose the traditional way.
