Define side-quests. There's acquiring territory, activities and such but there aren't really "quests" or anything. In both 2 and The Third you'll have choices at times of which missions to undertake, but you have to do all of them to advance in the story and unlock more.
Is the city interesting?
In both 2 and The Third, I say yes. Stilwater in 2 is visually more distinctive in the different areas and because of the more cartoonish graphical style but I enjoy the vertical nature of Steelport quite a bit.
Does your car still constantly disappear while you're driving it?
Huh? Never seen this in either 2 or The Third.
Is it the same city from the first game?
2 is still set in Stilwater but it's a drastically overhauled city.
Does the humor add or take away from the game?
Neither game is really "funny" it's just not "serious" and is willing to go over the top and be fun instead of some ponderous yet incoherent tale about American life.
Have you tried co-op and is it as fun as it sounds?
Not yet in the Third but it's the same as in 2 which was yes.
Since you're on consoles there's no reason not to pick up 2 since it's probably super cheap. I didn't like what I played of the first game all that much but 2 is just all around great and this one has a masterpiece of a campaign even if the rest of the game is scaled back somewhat due to them starting from scratch instead of piling on top of old assets and work like 2 did on 1.
