So, here is a solution for the issue.
NOTE: your version of the game must be US (though, when i was writing this message, it was the only version in stores). If you are unsure, what version you have, give it a try anyway.If you're sure, you have EU version AND the patch doesn't work for you, then there is probably no other way than getting US version somewhere. The only difference between the versions is .exe file, though.
NOTE2: Make sure, you have admin privileges, when running via .bat-file. Also, make sure, EmulateUS is in your AntiVirus white-list.
How To Use:
1. Download
2. Extract Both files into your NBA 2K12 folder.
3. Run the game via nba2k12.bat (you can also create a shortcut to this file and place it on your Desktop for an easier access).
What it does is emulating, if you are a US resident, while the game is being launched.
Works fine for me. Now Raptors logo looks exactly the same as on one of Jao's screenshots.
