I don't recall them being mentioned as yet, but I'd imagine they'll be about the same as last year.

I don't know about those being the minimum requirements, the processor in particular is way above last year's minimum specs (which you can see
here). If they're the recommended requirements then I'd agree it's likely in the ballpark.

Fellas, I need your opinion. With these spec's which settings could I run, without AA?
AMD Quad-Core 1.81 GHz
ATI Radeon HD 5770
4,00 GB RAM

Yeah dude definitely. I have a HD 5670 Video card and I get 80-90 FPS with everything max and 2x AA.
Yours is one step higher level Card than mine.
As for the CPU...I would guesss yeah.
What specifically is your CPU name? Athlon x4? or Phenom x4?
but still with either of those u get max performance

yeah you should get way more than enough FPS to max everything out with extra AA to go along with it.

Please, I need an advice too
I am gonna update my CPU just to play 2011/12 sports game (NBA 2K12, FIFA 12). Is it better buy a Quad Core with low GHz (like the "RR"'s Phenom, 1.8 GHz) or a Dual Core with 2.93 GHz/higher?

I think it depends of both.... I am not sure, but for example
Core 2 Duo E7500 is better than that Phenom

Bulldozer processor is coming next time. Just wait for the prize to be stabilized. Then buy what you like.

Buy:
an Mobo AM3+ (In case you want to upgrade next year. Bulldozer is 4,6,8 cores!)
4GB G.skill ram
AMD Phenom II (Choose. X2 is the cheapest and unlockable. But I'd suggest get a X4 955BE.)
if you'll be playing on 1280x720 resolution and not 1920x1080(?)
then get AMD 6790. a cheap one. Or 6850 for awesome vid card.
