Unfortunately NBA is a business, so having a player developed and playing an all-star caliber with a cheaper salary is really good.
So NYK may not need Paul(which a has a bigger pay to match) anymore, and try to acquire other players(with that kind of salary) that they really need and lack in certain positions instead.

Second, it's the OWNERS who want to suppress salaries, the NBA is an agent of the owners so their buying the Hornets and issuing more technicals IS IRRELEVANT to the OWNERS desiring to suppress salaries through a new CBA.
